Yessir, the IX BOV should help you out some but a good check up from a pro would be my first priority. My AFR at WOT usually sits at 11.6 -11.7. At idle my AFR is high 14s. Been a little while since I have had the Evo running but that's what I remember it sitting at. Get that ECU looked at though, in the long run it could save you big time!

My AFR at WOT goes between 10.5 and 11.6....

shouldn't go any lower than 11.2 in WOT....anything lower is getting on the rich side. I would definitely retune.

I discovered something new about my car. It doesn't happen at WOT but when I'm cruising above 70mph my AFR jumps to 18 and the engine starts to sputter......

yep you need a tune buddy. You are leaning out. Mine did that before I got tuned too. You have to get into boost and then it will stop but it'll come back.
